Packages requiring CLP labels

Any product which is classified as hazardous under CLP requires a CLP label under Article 33, as follows:

  • Single package, not labelled for Transport – CLP label only
  • Single package, labelled for Transport – CLP label and Transport label, or dual CLP/Transport label
  • Package with inner and outer packaging, outer not labelled for Transport – CLP label on the outer, inner and any intermediate packaging
  • Package with inner and outer packaging, outer not labelled for Transport – CLP label and Transport label, or dual CLP/Transport label on the outer package; CLP label on the inner and any intermediate packaging

Note that where the outer packaging allows the CLP label on any inner or intermediate packaging to be visible, it does not need to be repeated on the outer pack.  This allows items which are shrink-wrapped in clear plastic to avoid the need for CLP labelling, but the key point is that the CLP label must be readable after wrapping.  A separate Transport label may be required for the pallet.  Example of labels required for inner, intermediate and outer packs .

Bulk chemicals transported in tankers are only required to be labelled for Transport during transit.  Bulk chemicals stored on site are required to be labelled (article here).

Products which are not classified as hazardous under CLP do not require a CLP label. Products which only have EUH statements should have a CLP label.
