Summary of C&L Notification
Notification to the Classification and Labelling (C&L) Inventory is a key part of the CLP regulation, to give a database of what classifications are used throughout the EU for individual substances.
C&L Inventory scope includes all hazardous substances (in any quantity), and all REACH-registered non hazardous substances (that is at or above 1 tonne per annum per year).
It is the duty of manufacturers and importers to check to see whether they should notify a substance to the inventory. Usually, Only Representatives do not carry out notifications to the C&L Inventory.
If you have bought a REACH registration for a substance, then you don’t need to make a separate C&L notification for that substance, as the REACH registration information is assumed to supersede a C&L notification, and all REACH classifications are shown in the C&L inventory.
However, if you have not bought a REACH registration yet, or are at sub-REACH levels, for a substance you make or import into the EU, then you are liable to make a C&L notification.
C&L Notification is carried out in REACH-IT, and completed C&L notifications are published on the ECHA website.
The main pieces of information required are:
- the contact details of the company or person importing or manufacturing the substance
- the identity of the substance, including name and identification number(s)
- the physical state of the substance
- the CLP classification of the substance
- the tonnage range per annum anticipated to be made or imported
Once a C&L notification has been carried out, ECHA expects the notification to be updated, e.g. as knowledge of the hazardous properties of the substance changes, or quantities made or imported alter.
